Screen time in schools

The Kentucky legislature's Interim Joint Committee on Education heard presentations on screen time in schools in 2026, and committee co-chair Sen. Stephen West said the discussion only 'scratches the surface' of the topic and predicted legislation may be forthcoming. Because the General Assembly cannot act until the 2027 session begins in January, any rules on student device and screen use — which would directly affect Warren County Public Schools classrooms — remain up for debate.

Monday's discussion only "scratches the surface" of the topic of screen time in schools... "I can already tell from our presentations that there may be some legislation forthcoming," he said.

  1. Embrace classroom technology; digital skills matter, so Kentucky shouldn't restrict screen time.
  2. Leave screen-time rules to teachers and local districts, not the state.
  3. Keep studying the issue and offer state guidance to districts without a mandate.
  4. Set statewide limits on non-educational screen time during the school day.
  5. Pass a state law banning phones and most device use in Kentucky classrooms.

Warren County school board priorities

Warren County Board of Education seats are on the November 3, 2026 ballot, including District 5, where Paul Alexander Rich is a candidate. With the local race drawing little public agenda-setting so far — the candidate had not completed a positions survey as of coverage — voters face a broad choice about what the county's school district should prioritize over the next term.
