Issue Position
Business Innovation
Few districts are home to such a diverse group of businesses as CT-04, from Fortune 100 companies to small, family-owned businesses. Jim knows that fostering innovation is the only way forward to support entrepreneurs, give small businesses resources for growth, and keep our local economy strong.

Invest in America
Building a strong economy starts with investing in education, infrastructure, and research. Jim supported the passage of the Inflation Reduction Act, which has created hundreds of thousands of new clean energy jobs (and counting!) and boosts American manufacturing.

Jim was also proud to support the Bipartisan Infrastructure Law which has already brought over $2.9 billion in funds to Connecticut to support manufacturing jobs, improve public transportation so Americans can get to work, school, the doctor, or the grocery store, ensure clean water, access to high-speed internet – a necessity for Americans to do their jobs, stay connected, and access healthcare – and more. And so far over $1.9 billion has been announced in major infrastructure projects right here.

Relief for Working Families
Since Jim got to Congress, he’s fought to help working families get ahead. He believes that the key to rebuilding our economy is to center working families — the backbone of our district and our country.

From raising the minimum wage to $15 nationwide to providing ladders of opportunity for every American, Jim works hard every day to rebuild a robust middle class and support working families.

Wall Street Reform
After the Great Recession, Jim played a major role in writing the Dodd-Frank Act — a law that promotes common-sense financial regulations and protects Americans from the whims of Wall Street.

He knows how important it is to make sure the mistakes of the financial crisis are never repeated. And now, he’s turning his efforts towards reforming the mortgage finance industry — a move that would lower the cost of living in Fairfield County and increase the supply of affordable housing in our community.
Issue Position
21st Century Education
America’s schools were once the envy of the world, and they will be again.

The long-term success of the American economy lies in the strength of our education system. Jim is working to ensure that our students are learning the skills they need to compete, innovate, and succeed.

Closing the Opportunity & Achievement Gap
A strong public education can make all the difference for future generations, but not all children have equal access to high quality public education, leaving a stubborn and growing disparity in educational outcomes for children of different backgrounds and family incomes.

Connecticut has one of the worst achievement gaps in all 50 states. But Jim is fighting to close that gap, pushing for legislation that gives states and local districts more flexibility without losing accountability and allocates resources equally to provide a quality education to all children.

Early Childhood Education
Research shows that investing in early childhood education makes a big impact on long-term success. Yet fewer than a third of American four-year-olds attend pre-K.

Nationally, Jim has fought for the Total Learning Act, the Supporting Early Learning Act, and the Head Start and Early Head Start programs. And he continues to work with his colleagues in the House and the Senate to make sure that early childhood education programs are continuously improving and reaching as many children as possible.

College Affordability
College or post-graduate training is no longer a luxury, yet far too many students end up with insurmountable debt in their efforts to earn a higher degree.

That’s why Jim introduced the College Affordability and Innovation Act in 2015 — a bill that would create a pilot program to promote innovation in higher education and decrease the costs of completing higher education degrees. And it’s why he joined his colleagues in passing the bipartisan Student Loan Certainty Act, stopping student loan rates from doubling.

But he knows that we have more work to do, and he’s committed to ensuring that all students can get an affordable college education.
Issue Position
Green, Sustainable Energy and a Greener Economy
Jim knows how important it is to prioritize building a clean energy economy and good-paying jobs, and he works every day to invest in America’s resiliency, and future.

Connecticut’s Green Bank led the way and has made over $2 billion in investments in Connecticut’s green energy economy – it has become a model for other green banks across the country.

Jim introduced the National Green Bank Act, and now, with the implementation of the Inflation Reduction Act we’re investing $27 billion in the future of green banks and other organizations to partner with private investors and finance clean energy and zero-emission projects.

America’s dependence on foreign oil and coal has decreased every year since Jim took office, while sustainable energy generation continues to grow. But we need to speed up this process to achieve true sustainability for future generations.

Jim knows that our greatest renewable resource is innovation, and he’s fought for forward-thinking energy policies that reduce costs for families and businesses and drive economic growth.

Combating Climate Change & Promoting Storm Resiliency
Scientists and experts agree that climate change will continue to cause rising sea levels, prolonged droughts, and dangerous storms. And while we’ve made some progress, Jim has spent most of his time in Congress simply trying to fight the repeal and rollback of environmental protections.

But, he hasn’t given up the fight for a sustainable future, for resiliency against sea level rise and worsening natural disasters, and for a clean energy economy.

In 2022, America made its largest-ever investment to combat climate change, reduce harmful toxic emissions, strengthen our supply chain, and boost American manufacturing, thanks to the Inflation Reduction Act.

After the Bipartisan Infrastructure Law was passed, America began making meaningful investments in the resiliency of our infrastructure to help protect our communities in CT-04 and Connecticut against the impacts of climate and weather-related events and changes such as extreme heat, drought, floods, and wildfires.

Environmental Preservation
We have a sacred duty to preserve our natural environment and pass it to our children in better shape than we found it.

CT-04 offers nature lovers and outdoor enthusiasts no shortage of places to explore, and Jim understands that it’s those places facing the greatest risk from the threat of climate change.

Jim believes that protecting the environment is a nonpartisan issue — and since coming to Congress, he’s been an outspoken advocate for laws that keep our air, water, and land clean.

From co-sponsoring bills like the Recovering America’s Wildlife Act of 2019 to voting for the Public Land Management Act, which helped protect more than two million new acres of wilderness nationwide, Jim has proven himself a leader in the fight for our environment, both here in Connecticut and across the country.

Supporting Local Environmental Initiatives
Some of the most exciting new “greentrepreneurs” are hard at work right here in Connecticut. Companies like Eemax — which makes state of the art, low-carbon water heaters — and Bridgeport Biodiesel — which recycles cooking oil and turns it into heating fuel — have made Connecticut a leader in innovative sustainability initiatives.

Jim is proud to pledge his support and his partnership to companies like them, who are taking the lead in our fight for a clean energy economy and a sustainable future.
Issue Position
Every day, 100 Americans are killed by guns and hundreds more are injured. But the effects of gun violence impact all of us, every single day.

Inaction is unacceptable. Jim is proud to fight for common sense gun safety legislation, including implementing background checks, no fly no buy, an assault weapons ban, full funding for the Bureau of Alcohol, Tobacco, Firearms, and Explosives, better mental health screening before gun purchases, and limited magazine sizes. Additionally, he co-sponsored the Assault Weapons Ban of 2022.

For too long, Americans have lived in fear of gun violence. For too long, Americans have lost their lives due to ineffective gun laws. Enough is enough: it’s time for change.
Issue Position
Jim fights every day to make Medicare sustainable for future generations, improve the Affordable Care Act, which ensured millions of Americans’ health coverage, and prioritize access to quality, affordable healthcare for all Americans.

Jim fought to help pass and make law the Inflation Reduction Act, which capped out-of-pocket prescription drug costs at $2,000, capped insulin at $35 and allows Medicare to negotiate drug costs.

He fights every day to keep our nation’s promises to our seniors and veterans, and last year, the PACT Act made the largest expansion of benefits and services for veterans exposed to toxins in over 30 years.

Addressing our country’s mental health crisis is also a priority. Jim has long fought for increased funding for mental and behavioral health. In 2022, he helped pass the Bipartisan Safer Communities Act that provided historic funding to address mental health, expand counseling for our students, and make our communities safer.
Issue Position
Investing in Local Transportation and Infrastructure
A safe and efficient transportation infrastructure is the cornerstone of our region’s economic development: By innovating and implementing a long-term regional vision, we can move people between work and home faster, get products to market more efficiently, provide ideal conditions for economic growth, and create jobs at the same time.

Jim was proud to have supported the passage of the Bipartisan Infrastructure Law, one of the biggest investments in our infrastructure in history, which will bring a total of $5.38 to Connecticut through 2026, to tackle major corridor congestion and safety, repaid and rebuild aging bridges, enhance public transit, make our infrastructure more resilient to weather-related events, reduce emissions, and more.

Jim is a proud supporter and advocate for legislation and projects that invest in our local transportation and infrastructure, focus on initiatives that provide good jobs, promote mass transit, and make our community safer.

Metro-North Railroad and Walk Bridge
Perhaps nowhere in the Northeast has the lack of infrastructure investment been more apparent than along the Metro-North Railroad lines. Past years have been fraught with deadly derailments, accidents, and constant service delays. This railroad needs to regain the confidence of the people who depend on it to get safely and efficiently between work and home.

As bridges in our community continue to age, the Metro-North New Haven Live has faced increased delays. But Jim fought to deliver over $348 million in funding to replace the Walk Bridge and repair other aging railroad bridges in Norwalk — critical funding to support our infrastructure and keep public transit safe and efficient.

Jim is committed to continuing his work to revitalize and rebuild our aging infrastructure.

Envisioning the Cross Harbor Freight Tunnel
Next time you’re stuck in traffic on the highway, imagine how quickly traffic would flow if half the trucks were suddenly removed from the road. Imagine replacing them with freight trains, moving safely along the rails, making it cheaper to move goods and reducing the carbon footprint of all that freight.

The Cross Harbor Freight Tunnel would help us accomplish just that. At present, the only place a freight train can cross the Hudson River and pass into New England is near Albany, NY. But a Cross Harbor Freight Tunnel through New York Harbor would help us move goods more cost-effectively and reduce highway congestion.

Jim has joined other Members of Congress, mostly from the Northeast, to push for this tunnel to be built. It’s a bold vision he embraces, as it will benefit the people of our district immeasurably.
Issue Position
As a member of the Congressional Equality Caucus, Jim is immensely proud of the progress we’ve made towards ensuring equal rights for the LGBTQ+ community.

Since he was first elected, we’ve seen the end to “Don’t Ask, Don’t Tell” and the Defense of Marriage Act. We’ve seen the legalization of same sex marriage nationwide, and the Supreme Court has made it clear that Americans cannot be fired due to their sexual orientation or gender identity.

Despite this progress, LGBTQ+ Americans still face dangerous discrimination in health services, housing, and education. And the GOP has continued to ramp up their hateful culture war against the LGBTQ community. This has to stop — which is why Jim co-sponsored and helped pass the Equality Act in the House, and won’t stop fighting until it is signed into law.
Issue Position
1 in 5 Americans rely on Social Security. Jim understands that Social Security is a critical part of our promise and support and stability to the American people.

He’s proud to stand against any efforts to privatize Social Security, and he’s going to continue working hard to put Social Security on a path to long-term stability.
Issue Position
Improving Veterans’ Care
Jim fully supports funding and enhancing healthcare access, systems, and benefits for veterans. Our veterans deserve to get the care and benefits they’ve earned, period. That means reducing the shameful backlog of disability claims at the VA and improving and expanding care that the VA provides.

A New Focus on Mental Health
Understanding and expanding mental health care services for our veterans is a high priority. The wars in Iraq and Afghanistan took an extraordinary toll on the mental health of our combat veterans. We must address the alarming suicide and addiction rates among our soldiers and veterans, and direct new resources to understand and treat Post-Traumatic Stress Disorder (PTSD).

Putting Our Vets to Work
Jim believes that after all that they have sacrificed for our country, no veteran should be homeless or jobless. That’s why he supported the Veterans Economic Opportunity Act, which created a new office at the Veterans Administration to better administer the VA’s current vocational and educational programs, as well as other social services.

Jim helped pass the bipartisan Veterans Opportunity to Work Act, which gave tax breaks to businesses that hire veterans. We can do more to ensure the valuable skills veterans acquired in the military are utilized in their new civilian professional life.

Combating Homelessness
Nationwide, 60,000 veterans are still living on the streets or in uncertain housing situations. Jim’s office works continuously with the Department of Housing and Urban Development and the VA to secure VA Supportive Housing vouchers for rental assistance and supportive care services. Jim supported legislation to make more veterans eligible for federal housing aid, like Section 8 rental assistance and public housing programs. He believes that veterans should receive fair access to federal housing and homeless assistance programs.
