As a dad, Richard is 100% Pro-Life and fights for legislation which protects life from conception until natural death. He knows that life is a precious gift from God and should be protected at all stages. Richard defends the ban on partial birth abortions and fights against any legislation which seeks to legalize euthanasia. He has championed the Born-Alive Abortion Survivors Protection Actand fought to keep longstanding Hyde Amendment protections that prohibit tax dollars from funding abortions. Richard will stand up for those who cannot stand up for themselves and proactively defend life.

Richard knows the importance of getting this economy growing and creating jobs. He is committed to conservative, pro-business principles that will help create jobs: cutting taxes, reducing excessive regulations, and fully funding worker retraining programs at our community colleges. Richard rolls up his sleeves, works hard and remains focused on his goal of every worker having an opportunity at a good job.

Through the Tax Cuts and Jobs Act, we grew the economy, put more money in middle class Americans’ pockets, and raised wages. Richard believes we must build on that progress to shrink government and grow our economy once again.

As an outdoorsman and dad, Richard believes in leaving our community better than we found it. He has led efforts to address PFAS chemicals including GenX, which has impacted the Cape Fear River region. Richard is also a founding member of the Conservative Climate Caucus, working to champion free-market ideas to reduce emissions. Richard is committed to solutions that improve our environment, without dismantling our economy.

As a solid conservative, Richard is certain of one thing: Washington has a spending problem, not a revenue problem. That’s why Richard has pledged to not increase taxes as a Member of Congress. With a skyrocketing national debt, Richard believes it is long past time for conservatives to draw a line in the sand. We need conservative solutions and steadfast leadership to fix it.

Richard believes Congress should spend taxpayer money as efficiently as possible. We can count on him to fight to restore fiscal sanity to Washington, DC.

A lifelong hunter, sportsman and national leader on Second Amendment issues in Congress, Richard knows the Second Amendment is America’s First Freedom. Richard vigorously defends the rights of all law-abiding citizens to keep and bear arms and was honored to previously be the only Congressman invited to address the NRA with President Donald Trump.

Richard has successfully defended against efforts to ban green tip ammunition, overreaching gun control bills, and led the U.S. House to pass what was called “the biggest guns rights boost since the ratification of the Second Amendment” – his Concealed Carry Reciprocity Act. Richard continues to fight to expand concealed carry reciprocity and ensure law-abiding concealed carry permit holders do not become criminals when crossing an invisible state line.

Additionally, Richard has led efforts to push back against stabilizing brace regulations from the ATF that would turn millions of law-abiding citizens, including disabled combat veterans, into felons overnight.

Richard knows that our God-given rights ensure that Americans can own firearms for hunting, shooting sports, self-defense or any other lawful purpose. That’s why we can count on him to continue to be the Second Amendment champion in the halls of Congress.

Concerned about the rising cost of health care and prescription drugs, Richard has led the charge to reform our broken health care system. As a member of the Energy and Commerce Committee, the committee charged with writing most of our nation’s health care laws, Richard has distinguished himself as a leader in health care who will pursue bipartisan solutions to the most pressing issues.

A remaining priority for Richard is dismantling the top-down, government-heavy approach of the Affordable Care Act. Richard has outlined his principles for reforming our health care laws—

Maintain strict protections for consumers such as prohibiting annual or lifetime coverage limits, gender rating, and denying coverage based on pre-existing conditions.

Providing assistance to individuals without employer-sponsored coverage to buy health insurance.

Bolstering health savings accounts and allowing their use with high deductible plans.

Increasing cost-transparency so patients can be better-informed consumers and hold our health care providers accountable for the prices they are charging.

Following the COVID-19 pandemic, Richard was named the Republican leader on preparing our nation for the next pandemic. He introduced the Commitment to Defeat the Virus and Keep America Health Act to strengthen our national PPE stockpile and expand future vaccine development. Richard has also been a leader on combatting the opioid epidemic and has championed the Lower Costs, More Cures Act to boost innovation in health care.

Through bipartisan action, Richard is committed to improving our health care for every patient and family.

Our region is home to the largest military base in the world and Richard has been a staunch advocate for our troops, as well as their families, in Washington. 

In Congress, Richard has helped rebuild our military and secure needed pay raises for troops, especially those in hazardous combat areas. Richard has successfully fought for more training funding for our troops, ensuring that our soldiers will always have the advantage. He has also sought more resources for when our soldiers return home, fighting to bolster the Preservation of the Force Family program so that soldiers and their families have the resources needed to recover from battlefield wounds, adjust to civilian life, or can seek help if they are experiencing hardship.

To ensure soldiers have the best health care possible, Richard helped get the Rich Stayskal Act signed into law to allow service members to pursue medical malpractice claims in the military.

For military families, he secured increased funding for the Impact Aid program that supports schools near military bases, as well as secured additional resources for military children with special needs.

In summary – Richard works everyday to ensure our troops and their families have the resources they need – and deserve.

Our region has one of the fastest growing veteran populations in the country. Richard is committed to caring for these veterans who have sacrificed and served our country.

In Congress, Richard helped pass the biggest budget for the VA in history. He championed the largest expansion of the GI Bill in a decade and expanded access to the VA for veterans exposed to toxic burn pits. He’s also introduced the Care for the Veteran Caregiver Act to make sure veteran caregivers have the support they deserve.
