Issue Position
Marilyn strongly supports a woman’s right to choose and voted for the Women’s Health Act. She will continue fighting attempts to restrict access to birth control and women’s health care. Reproductive rights are not just a health issue for women; it is an economic empowerment issue. That is why it is crucial that we act to protect women’s rights and reproductive freedom. In Congress, Marilyn has been a champion for reproductive rights. A member of the Pro-Choice Caucus, she has called on the Department of Health & Human Services to reduce barriers to continuous access to birth control by requiring insurance companies to cover a 12-month supply of birth control. She has also co-led the introduction of legislation to ensure service members receive the quality reproductive health care they deserve. Marilyn is also a member of the Black Maternal Health Caucus, and cosponsored the Black Maternal Health Momnibus Act.

She will continue to protect funding for Planned Parenthood and access to birth control, and will oppose all attempts to overturn Roe v. Wade.
As the daughter of a black father and a Korean mother, Marilyn grew up with a unique understanding of the structural inequities facing communities of color. In too many instances our criminal justice system has been unjust and has exacerbated – rather than solved – the underlying issues of race and bias in America.

Marilyn has been fighting to reform the criminal justice system and supported the George Floyd Justice in Policing Act and the Marijuana Opportunity Reinvestment and Expungement Act. She also introduced the Enhancing Oversight to End Discrimination in Policing Act with Senator Elizabeth Warren to improve public safety for our communities nationwide.

As Mayor, she helped build trust between police and communities of color through Project PEACE and worked with the Obama Administration to launch My Brother’s Keeper in Tacoma to address persistent opportunity gaps faced by boys and young men of color to ensure that all young people can reach their full potential. Marilyn created the Office of Equity and Human Rights at the City of Tacoma to promote hiring for city jobs to reflect our community.

She endorsed and supported I-940, the statewide initiative to increase the use of de-escalation training and set a new standard for use of force by the police. Marilyn supported “ban the box” legislation in Tacoma to encourage local employers to consider a job candidate’s qualifications first without the stigma of a conviction or arrest record. Her work for economic and social justice has been recognized by Tabor 100, Blacks in Government Region X, and the Tacoma NAACP.

Marilyn’s leadership has moved us forward, but more needs to be done. She is committed to reforming our criminal justice system to be fair, equitable and just, and she will continue to bring that fight to Congress.
Issue Position
We need a justice system that ensures that people feel safe in their homes and communities while acknowledging that our system disproportionately affects people of color, and low-income communities. In Congress, Marilyn has voted for legalizing marijuana and banning cash bail for non-violent offenses, and is seeking to end the school-to-prison pipeline. Marilyn has also voted to increase funding for police forces and training in the South Sound and throughout the country.

As Mayor, Marilyn endorsed I-940, the voter approved state-wide initiative requiring police de-escalation training and redefining intent in cases of use of deadly force. She also lobbied for and supported increased Department of Justice funding in support of community-based policing.
Issue Position
Marilyn has spent her career advocating for jobs, opportunity, fairness, small businesses, and economic security for all people. She believes there is dignity in all work.

She knows every worker in America needs paid sick leave to take care of themselves, family members, and to isolate when they are sick without worrying about losing income or their job. She also recognizes that small businesses are an essential part of our recovery after the COVID-19 crisis; they employ half of all workers, drive innovation, and are cornerstones of our communities.

In Congress, Marilyn is fighting to build a more inclusive economy that works for all of us. She has championed infrastructure investments in transportation, utilities, and affordable housing, and voted for the bipartisan infrastructure package to create jobs and support workers. She knows that our caregivers and parents are the backbone of our economy, and has voted for permanent refundability of the Child Tax Credit, and key investments for our long-term care workforce to serve our seniors.

Marilyn supports a national paid family leave policy and will continue to work with labor to protect the right to organize and collectively bargain. As the nature of work changes, we must find ways to ensure that the basic needs of people can be met. Marilyn supports pilot programs to help develop a national strategy that will provide financial stability for people. She also supports expanding effective policies like the Earned Income Tax Credit (EITC), Temporary Assistance for Needy Families (TANF), and registered apprenticeships. She will fight to secure equal pay for women and historically underrepresented communities.
Issue Position
In Congress, Marilyn is championing steps to expand access to education and opportunity. She voted to expand access to Pell Grants and supports refinancing of student loans with possible caps on monthly payments, accountability for predatory for-profit colleges and lenders, and free college for students in high-demand fields such as nursing, behavioral health, teaching, and the building trades. She will continue to push for universal pre-K and free lunch for all public school students, regardless of family income.

Marilyn also knows the value of vocational-technical training and apprenticeship programs. She led an amendment that would target outreach for apprenticeships specifically to underserved populations like veterans, foster youth, minorities, and others.

As Mayor of Tacoma, Marilyn made community-wide investment in public schools a civic priority; bringing together business leaders, parents, non-profits, and community groups to invest in our children. The high school graduation rates in Tacoma, a majority-minority school district, went from 55 percent in 2010 to 89% in 2017. She also launched an award-winning summer jobs program, which provided paid internships, credits toward graduation and financial literacy training for high school students.
Issue Position
Vladimir Putin’s unprovoked and horrific attack on Ukraine has caused turmoil in oil markets and gas prices to spike. Oil companies have exploited the supply crunch, which Putin has created by raising prices while refusing to increase production.

Marilyn understands and feels first-hand the pain that these high gas prices are having on families and small businesses across the South Sound. She has called on domestic oil companies to stop choosing their shareholders over American consumers. She also cosponsored the Stop Gas Price Gouging Tax and Rebate Act, which would prevent Big Oil from exploiting consumers and lower prices at the pump.

Marilyn has also worked to enhance and strengthen our energy grid so we aren’t as reliant on fossil fuels. She helped secure over $70 million to build out the electric vehicle infrastructure in Washington State and is a cosponsor of the GREEN Act, which would extend tax credits for purchasing electric vehicles to make them more accessible to lower and middle-income families.
Issue Position
Climate change is one of the most serious long-term threats to our nation and the world. That’s why in Congress, Marilyn has worked with her colleagues to advance the recommendations put forward by the House Select Committee on the Climate Crisis and to protect Puget Sound. She helped re-launch the Puget Sound Recovery Caucus, and then secured historic funding increases for Puget Sound restoration. She also has called for the elimination of a toxic chemical killing coho salmon in the Pacific Northwest, highlighted the need for more federal investment in tribal communities and conservation, and fought the plan to expand offshore drilling. She is working to reinstate regulations on emissions and protections for our public lands and will advocate for rebuilding the EPA, especially offices and programs designed to track the health and environmental impacts of pollution in under-served communities. Marilyn will keep working to invest in renewable energy in pursuit of a carbon-free future so it is easier for consumers of energy and transportation to make better choices for clean air and clean water.
Issue Position
The crisis of gun violence in America touches every corner of our country and every community. Fighting gun violence is essential to protecting our kids and communities, and we know there are solutions that can save lives.

In Congress, Marilyn is standing up for responsible solutions like universal background checks for gun purchases and restoration of the ban on military style assault weapons and high capacity magazines. It should be harder, not easier, for felons, domestic abusers, and terrorists to buy dangerous weapons. As a cosponsor of the bipartisan Bipartisan Background Checks Act, and the Equal Access to Justice for Victims of Gun Violence Act, she is working across the aisle to protect our families, and prevent gun violence.

As Mayor of Tacoma, Marilyn passed mandatory background checks and closed the gun show loophole in Tacoma while she was Mayor. The gun lobby threatened to sue, and she was steadfast in her commitment to putting the safety of South Sound communities first.and well being of residents first.
Issue Position
Affordable health care should be accessible to everyone. Thanks to her father’s military service and veteran status, her family always had access to the medical care they needed. In Congress, she is fighting to expand access to health so that everyone , regardless of income, employment or citizenship status, has affordable, equitable, high-quality health care. She fought for expanded tax credits in the American Rescue Plan that lowered health care costs for tens of thousands of people in the South Sound.

Marilyn is dedicated to lowering the cost of prescription drugs and is a cosponsor of legislation allowing Medicare to negotiate drug prices, resulting in lower drug prices for those on private insurance as well as Medicare. She also voted for the Affordable Insulin for All Act, which would cap insulin prices at $35 per month.

She also supports adding a public health care option, which will increase coverage, lower prices, and lead to better plans from private insurers. She cosponsors legislation lowering the eligibility age for Medicare and supports increasing the age for children to stay on their parents’ insurance.

Marilyn will continue to fight to strengthen protections for people with preexisting conditions and end surprise billings, and she will continue to advocate patent reform so generic drugs can come to market more quickly, which will lower the cost of prescriptions.
Issue Position
All people, regardless of age, zip code or income, deserve to live in a safe, stable, home they can afford. The South Sound is one of the fastest growing places in the United States, and that means affordable, accessible housing is essential.

Local and state governments need policies that make it easier to build more housing, but the one entity with the financial resources to significantly address the problem is the federal government. The response to the housing crisis must be innovative and match the scale of the problem.

In Congress, Marilyn has called for massive federal investment to help build affordable, workforce, and senior homes in local communities. She co-sponsored legislation to incentivize the construction of more low- and middle-income near transit. She also voted for investments to expand access to safe and affordable housing, and has called on the Department of Defense to address access to housing for servicemembers and their families at Joint Base Lewis-McChord.

Marilyn also continues to focus on building on Senator Maria Cantwell’s work by expanding the low-income housing tax credit, increasing funding to state housing finance commissions and local housing authorities, and increasing the flexibility of how housing vouchers can be used, which will provide stability and more choice.
Issue Position
As the daughter of an immigrant, Marilyn understands the challenges experienced by our immigrant population. She supports comprehensive immigration reform that focuses on streamlining the process of legal permanent residency, creating a fair pathway to citizenship for undocumented immigrants already in this country, and protections for DREAMERs. Marilyn will fight to shut down the for-profit detention facilities that lock up children and will fight the cruel policy of separating migrant families.

Marilyn will also work to expand visa caps – immigrants are an essential part of the American identity and the U.S. economy as workers and entrepreneurs who bring skills, diverse perspectives, and innovation. By raising caps on visas, we can help attract the brightest and the best the world has to offer to the United States.
Issue Position
The economic crisis caused by the COVID pandemic has highlighted just how important it is for the government to provide stable retirement benefits, and for employers to honor their promise to workers and pay full pensions. In Congress, she cosponsors legislation to strengthen and extend Social Security and take steps to make it solvent into the future. She will continue to support full funding for both Social Security and Medicare and push to increase contributions for federal pensions so that workers receive the full benefits they deserve. Marilyn understands that Social Security and Medicare are EARNED benefits and she’ll do everything to not only protect what you’ve earned, but to increase benefits to Social Security while preserving solvency. She has also fought to lower the cost of prescription drugs and is a cosponsor of legislation directing Medicare to negotiate drug prices, which would lower drug costs for those on Medicare and private insurance alike.
Issue Position
How technological advancements and access to information continue to drive our society and economy is an issue of equity. Education, utility bills, job and benefits applications, tele-medicine, voter registration, and many other services require broadband access – all essential to fully participate in society. Like water and electricity, fast and reliable broadband is a utility, and it should be regulated as such. In Congress, Marilyn helped craft and voted for legislation bringing over $100 million to Washington state for lowering broadband costs for consumers and building out network infrastructure. She will continue to advocate for universal affordable broadband, focusing particularly on low-income, under-served, and rural communities.
Issue Position
The daughter of a veteran of World War II and the Korean War, in Congress Marilyn works hard on behalf of the tens of thousands of servicemembers, veterans, and military families who call the South Sound home.

She introduced bipartisan legislation to ensure low-income military families don’t face food insecurity. She also urged the Department of Veterans Affairs to address systemic issues in the veterans’ health care system and highlighted delays and communications issues facing veterans in the South Sound as part of their experience with the VHA’s Community Care program. Marilyn has urged President Biden to increase funding for the Defense Community Infrastructure Program, which would improve the quality of life for military families, including at Joint Base Lewis-McChord – one of the largest military bases in the world and the largest employer in the South Sound – and secured $75 million in funding for the program for 2022. She also introduced a package of bills to better support our servicemembers and their families as they move from Base to Base and have access to affordable housing.

Marilyn will also continue to support the transition to civilian life, and access to education and career readiness programs for our veterans. She supports increased funding for the Department of Defense’s Transition Assistance Programs, and will work to protect and expand the G.I. Bill. With women being the fast-growing subpopulation among both servicemembers and veterans, Marilyn will continue to to support and honor the two million women who have served in the U.S. military and promote more equitable access to federal resources including comprehensive health care, affordable housing and job training.
