Climate Commitment Act funding and use
The use of Climate Commitment Act (CCA) revenue has become contentious in Washington's 2026 budget debates. Governor Ferguson proposed diverting $569 million of CCA revenue — originally intended for pollution reduction — toward funding the Working Families Tax Credit for low- and middle-income households. Some Democrats opposed redirecting the climate dollars away from environmental programs, while the Department of Natural Resources also sought CCA funds for wildfire prevention and response.

This includes using $569 million of Climate Commitment Act revenue to cover the expense of the Working Families Tax Credit for low- and middle-income households... Some Democrats are skeptical of using that much of the climate money on the tax credits, rather than spending it to reduce air pollution.

Both the House and Senate use Climate Commitment Act funding for Department of Natural Resources programs to prevent and respond to wildfires. The department has pressed for that money after lawmakers fell behind on an eight-year plan for funding wildfire programs.

- Dedicate all CCA revenue exclusively to direct pollution reduction, clean energy, and environmental programs.
- Prioritize CCA funds for climate and wildfire programs, allowing limited use for low-income tax relief only.
- Allow flexible use of CCA revenue across climate, wildfire prevention, and targeted low-income relief programs.
- Use CCA revenue primarily to offset budget shortfalls and provide tax relief, with some funds going to climate programs.
- Repeal the Climate Commitment Act and return the revenue to taxpayers or use it for general budget needs.
