But without justice, there will never be peace.
Source: ilhanomar.com
Issue Position
The criminal justice system has been built to criminalize people of color and Indigenous people, disproportionately sending them to prison for minor offenses and entrapping them in a vicious cycle of incarceration. If we are going to dismantle systemic racism in our country, we must radically transform our approach to criminal justice and invest in restorative justice practices.

The United States spends $182 billion each year towards incarcerating people
There is a one-in-three chance that a black individual will be imprisoned, compared to a one-in-seventeen chance an individual who is white will
Hundreds of civilians are killed by police violence every year

VISION AND POLICY PRIORITIES
Invest in alternatives to incarceration and restore humane practices
It is unacceptable for any corporation to make money off of incarcerating human beings. For-profit prisons reinforces a criminal justice system that seeks out reasons to incarcerate people of color and Indigenous people. We must prioritize restorative justice models and fully fund these programs at the national level. We must work to drastically lower the number of people incarcerated in the United States.

Ban private prisons and end inhumane, punitive practices like solitary confinement
Fund preventative and diversionary programs, specifically focusing on ending the school-to-prison pipeline
Restore felon voting rights
Ensure that those being released from incarceration are fully supported in their transition back to society
Invest in mental healthcare for those incarcerated and for the recently-released
Oppose federal programs that criminalize communities of color
Programs like Countering Violent Extremism (CVE) and the Black Identity Extremism program function to monitor and criminalize black immigrants and African-Americans, especially black Muslims. They are based on a model of racial profiling and meant to incite fear and the suppression of black organizers and activists.

Pressure the FBI to end these harmful programs
Ban all racial profiling by federal, state, and local agencies
End the war on drugs
The War on Drugs has disproportionately impacted communities of color. The only way to repair the harm caused in communities across the country is to end the War on Drugs, and invest intentionally in education, housing, healthcare, and employment.

Legalize recreational cannabis nationwide, expunge the records and seek amnesty for those incarcerated for cannabis-related offenses
End mandatory minimum sentencing laws for low-level offenses
Invest in a public-health approach to the addiction crisis
Demilitarize police departments and push for federal investigations into local departments who utilize practices like arrest quotas

Jobs have left the United States, multinational corporations exploit working people and lobby against labor and environmental protections. Invest in a robust Trade Adjustment Assistance program that provides support for workers who have lost their jobs due to the impact of trade Withhold support to any new or updated trade agreements unless they protect American jobs, uphold strong rights for international workers and help drive down the cost of prescription drugs Require governments to prioritize policies that minimize climate pollution by including a “climate impact test” for policy making Fully fund programs to care for our veteran population We must ensure that veterans who have returned home from conflict-zones are taken care of.

Issue Position
However, over the past few decades, the federal government has failed to invest in education. We must ensure that children are set up for success at a young age by guaranteeing access to pre-kindergarten and childcare. We must eliminate the need to borrow for college, and invest in debt-free college to ensure that everyone, regardless of their income or zip code, has access to a public education.

Too many families in the united states, across all incomes and geographies, struggle to find high-quality, affordable child care for their young children. This lack of access to care holds parents back from career and educational opportunities, while discouraging healthy child development
Public schools across the country are facing a backlog of repair and reconstruction needs of $197 million. Poor building conditions are risking the health and safety of our students while a lack of 21st-century resources hold them back – particularly in school districts serving minority families
Student loan debt has tripled since 2006
Currently, 45 million americans have student loans amounting to about $1.6trillion. That debt often becomes an insurmountable burden that prevents graduates from reaching the economic prosperity that was promised by their education
VISION AND POLICY PRIORITIES
Promise every family pre-kindergarten access and affordable child care
the average cost of full-time care in child care centers for children under 5 years old is $9,589 a year, higher than the average of the cost of in-state tuition. The child care and development block grant, a federal program to fund child care for low-income families, is so underfunded that only 15 percent of eligible holders receive federal child care assistance.

Fund universal prekindergarten programs nationwide
Guarantee affordable child care for working families with young children
Fund full-day, full-year head start programming
Ensure childcare workers are fully-trained and paid a living wage
Invest in early childhood education and student support programs
early learning programs and healthy nutrition are essential to ensuring every child has a healthy start in life and a fair chance in achieving their full potential. It is our duty to give our children every tool they need to learn and grow, regardless of their zip code or their family’s income.

Provide universal school meals to every student year-round through my universal school meals program act so that no student struggles with hunger
Rebuild our public schools’ crumbling infrastructure so that all kids are ensured a safe and quality learning environment
Expand access to high-speed broadband to bring our schools into the 21st century and encourage digital learning
Pass tuition-free public education and cancel all student debt
The inability to pay tuition should not be a deterrent for any student seeking to go to college. Making public two- and four-year colleges and universities accessible is essential to investing in an equitable future. College graduates are burdened with student debt. Over a trillion dollars in potential stimulus to local economies is tied up in student loan debt.

guarantee tuition-free and debt-free two- and four-year public colleges and universities
expand funding for federal pell grants and ensure they can be used to cover all expenses for college, such as housing, books, food, etc.
pass my student debt cancellation act to cancel all existing student debt in the u.S., both public and private, in order to give over 45 million americans and the economy a boost

Issue Position
It is unacceptable for fossil fuel and energy companies to dictate how we treat our planet. We need bold action, and a transformation of our political and economic systems to combat climate change. Those who have been and will be most impacted by climate change must be centered in our policies: communities of color and Indigenous populations, along with workers who would be out of employment from a divestment from the fossil fuel industry.

For every $1 million we invest on clean energy infrastructure, we create an average of 17 jobs in all sectors of the U.S. economy, as opposed to only 5 jobs in existing fossil fuel infrastructure jobs
Over the last 10 years, Minnesota has invested in renewable energy, wind and solar, creating more than 170 new clean energy businesses
Minnesota’s clean energy industry employs over 54,000 workers and pays wages exceeding the statewide average
VISION AND POLICY PRIORITIES
Achieve 100% renewable energy
We need a complete shift away from fossil fuels. We must build a green society, invest in alternative energy sources and energy efficiency programs. Energy efficiency alone is predicted to keep over $2 trillion in the pockets of Americans by 2030, and will create millions of jobs and begin to beat back climate change.

Invest in access to renewable energy for communities that have been most impacted by the negative effects of climate change and ensure that renewable energy is affordable for all
Prohibit new extraction of fossil fuels sitting below federal lands and water
Ensure the United States honors our commitments to the Paris Climate Agreement and maintains its role as a global leader in the fight against the climate crisis
Restore and strengthen the Clean Power Plan
Work with local communities to oppose projects like the Line 3 Replacement Pipeline, PolyMet and Twin Metals mining projects
Transition to a green economy
We must break the fossil fuel industry’s monopoly over our energy grid and create a just transition to a green economy. I reject the false dichotomy created by the fossil fuel industry between having jobs and a clean environment. We must ensure that those employed in the fossil fuel economy have access to employment in the green economy. A Green New Deal will create millions of jobs for workers in both rural communities and low-wealth communities.

End the millions of dollars fossil fuel corporations receive in tax subsidies each year
Invest in a Green New Deal, ensuring that we are investing in clean energy systems, and providing millions of jobs to workers currently in the fossil fuel economy, and for workers currently shut out of the economy
Invest directly in areas that have been harmed by environmental racism
Create zero-waste communities
Achieving zero waste is crucial to building sustainable and resilient communities. Poor waste management negatively affects the health of both local populations and our planet. Areas like North Minneapolis and the Phillips neighborhood are disproportionately affected by air pollution. I introduced the Zero Waste Act, which will:

Invest in solutions that address the waste epidemic plaguing our country
Allow cities to build recycling infrastructure or create partnerships with local businesses aimed at reducing waste in their operations

End broad-based sanctions and embargoes against countries, which end up punishing entire countries for the actions of leaders they have no role in electing Support diplomatic solutions to the conflicts in both North Korea and Iran, and avoid military conflict at all costs Support the JCPOA, and advocate for a deal that does not disproportionately impose economic sanctions on the people of Iran Renegotiate harmful free trade agreements Free trade agreements like the North American Free Trade Agreement (NAFTA) and Central American Free Trade Agreement (CAFTA) were passed on the promise that they would help workers across the continent.

Issue Position
For too long, Congress has refused to pass comprehensive gun violence prevention legislation. All the while we have seen an increase in mass shootings and billions of dollars wasted on gun violence. We need solutions that keep our kids and our communities safe.

Individuals with guns injure more than 100,000 people per year and kill more than 30,000 a year through homicides, suicides, and accidental deaths
Gun violence costs our economy at least $229 billion every year, including $8.6 billion in direct expenses such as emergency and medical care
The increase of gun sales in America has coincided with a decreasing investment in mental health services
Nearly two-thirds of Americans support a ban on the sale of assault weapons as well as high-capacity magazines or clips that can hold 10, 30, 50, or 100 bullets at a time
22% of gun sales, over 2.5 million guns a year, are sold on the secondary market through unlicensed dealers and are not subject to background checks

VISION AND POLICY PRIORITIES
Ensure safe schools and communities
For too long, Republican politicians, beholden to the powerful gun lobby, have blocked common sense gun reforms that would end the shocking mass shootings and rising rates of violence currently plaguing this country.

Ban the sale of assault weapons
Prevent convicted domestic and animal abusers from accessing guns
Remove the federal ban on researching the impact of gun violence in our communities
Support the funding and accessibility of mental health services and substance use treatment so that vulnerable individuals can get the help they need
Address the bullying epidemic in our schools and enhance mental health services for our youth

Require universal background checks for all
Loopholes in current law allow for too many gun sales to bypass appropriate government oversight and programs such as the National Instant Criminal Background Check System are severely underfunded – resulting in an incomplete database

Close the gun show loophole and require background checks for every single firearm sale, no matter the circumstances
Fully fund grants to local communities to help improve local record keeping and reporting to the National Instant Criminal Background Check System

Social Programs Fight for Environmental Justice and Climate Action Provide Healthcare Coverage For All Homes for All Guarantee Access to Public Education 3.

We must ensure that all veterans are housed, have access to healthcare, including mental healthcare services.
Issue Position
However, the free-market does not meet the needs of working families, while big banks and for-profit developers continue to profit off of working communities. From a history of redlining communities to modern gentrification and displacement, residential segregation patterns exist today with communities of color more likely to live in places with higher poverty rates and lower home values.

The Trump Administration has threatened to cut billions from the Department of Housing and Urban Development’s public housing and affordable housing programs
The Minneapolis Public Housing Authority (MPHA) has $127 million in deferred maintenance and building costs, yet only receives $10 million a year from the federal government
The U.S. has a nationwide shortage of more than 7.2 million affordable housing units
In North Minneapolis, almost half of all renters have experienced an eviction filing in the past three years
There are more than 550,000 Americans who are homeless on any given night
Mobile homeowners are facing a crisis as their parks are continuously sold to developers, forcing them to fund the expensive move of their home or to abandon their property with nowhere to go

VISION AND POLICY PRIORITIES
Fully fund quality, affordable housing
Across the country, communities are experiencing low vacancy rates and a shortage of affordable housing. We cannot simply trust that for-profit developers will invest in housing that is affordable to working people. We need to move towards publicly- and cooperatively-owned models of housing for all income-levels.

Pass my Homes for All Act to provide an influx of federal housing funding with the goal of jumpstarting the market and produce 8.5 million new units of public housing over the course of 10 years to ensure that no one is denied a healthy home in a livable community
Invest $200 billion more in the National Affordable Housing Trust Fund, and expand the Low-Income Housing Tax Credit to ensure a steady and timely addition of affordable rental units
Fully fund Section 8 vouchers to help the millions of families languishing on the waitlist of assistance and invest in public housing infrastructure in order to address the outrageous backlog of repair needs

Establish a national renters’ bill of rights
We must do more than simply providing more affordable housing. We must address the power imbalance between renters and landlords. We must empower renters to advocate for their own interests, and protect them against unjust actions by their landlord.

I will work to pass a national renters’ bill of rights, including:
Just-cause eviction protection
Right of tenants to organize into a union
Right to live in safe and healthy conditions
Relocation assistance for those displaced
Non-discrimination protections for LGBTQIA+, undocumented and formerly incarcerated people to access housing

Support homeownership in working class communities
Millions have still not recovered from the foreclosure and eviction crisis created by the Great Recession. We must provide support to working-class homeowners, and help them stay in their homes.

Fully fund the Low Income Heating Assistance Program (LIHEAP) to ensure families can safely stay in their homes during Winter
Convert the mortgage interest deduction to a flat fifteen percent tax credit, extending a tax cut to an additional 15 million working and middle-class homeowners
Establish policies, including a federal tax credit that incentivizes mobile home park owners to sell their land to the homeowners as a resident-owned co-op or to non-profits so that the land can be maintained as an important source of affordable housing stock

Issue Position
Instead of extending humanity and compassion to migrants and refugees, we treat them as criminals. Immigration and Customs Enforcement (ICE) is an unreformable organization that has become increasingly militarized, brutal, and unaccountable. However, we must not simply revert back to the immigration system that preceded ICE. We must welcome immigrants into our country and provide them simple and accessible means to becoming documented.

There are over 11 million undocumented immigrants living in the United States, among them 3.6 million that entered before their 18th birthday and who know no home other than America
A further 325,000 people have been afforded Temporary Protected Status, living with terrifying uncertainty about the future despite their deep connections to this country after having spent decades living in and contributing to our communities
Federal officials estimate it could take as long as two years to identify the thousands of children who have been separated from their families at the southern border
The Trump Administration, in one of its first official actions, implemented the so-called ‘Muslim Ban”, a cruel and discriminatory policy that has separated countless families with heartbreaking consequences
Also under the Trump Administration, ICE has set records for arresting undocumented immigrants who have no criminal record. The agency is increasingly targeting those who’ve committed no crime other than seeking to escape horrific circumstances in search of a safer home
VISION AND POLICY PRIORITIES
Reform our inhumane immigration system
Abolish ICE, and end all inhumane deportation and detention programs
Prosecute federal officials who have been accused of physical and sexual assault of people in their detention
Oppose all efforts to further militarize our border and any attempt to expand the border wall along the southern border
Protect Sanctuary Cities and Counties by preventing Trump’s administration from withholding federal funding
Fight back against the criminalization of immigration and crossing the border
Establish a just immigration system
Create a fair and accessible pathway to legal status and citizenship for DREAMERS, TPS recipients and all undocumented people living in the US.
End the President’s xenophobic Muslim Ban and hold the Administration accountable for its reckless abuse of power
Expand the number of refugees and asylum-seekers admitted to the United States
Adopt community-based alternatives to detention

A 21st Century infrastructure will improve our quality of life from removing toxins like lead and asbestos from our homes to connecting communities with high-speed rail, to affordable high-speed internet for everyone.

The American Society of Civil Engineers assigned the United States a D+ grade when assessing our conditions of roads, airports and other infrastructure elements
We need a $2 trillion investment in our energy, water and transportation systems
The Highway Trust Fund is facing a shortfall of $18 billion
The Federal Communications Commission estimates indicate that $40 billion in funding is necessary to complete broadband internet service deployment so that 98 percent of the country has access to high-speed, reliable broadband

VISION AND POLICY PRIORITIES
Transition to a 21st century infrastructure to transform our energy, water and transportation systems
Enact a comprehensive, bold infrastructure package that rebuilds our crumbling roads and bridges while also creating jobs, improving resiliency and investing in the green economy
Mandate local hiring in addition to raising the benchmark for locally prevailing wages in each area, increasing workers’ paychecks
Target employment for those who have been systematically shut out of economic growth
Invest in and prioritize communities of color and women-owned businesses, cooperatives and employee-owned firms, and community-owned and municipal enterprises

Address the national clean water crisis
Our nation’s water infrastructure continues to age and suffer from a lack of repairs, while new water quality challenges are emerging and localities are being asked to do more with less support from their federal government.

Fully fund the Drinking Water and Clean Water State Revolving Funds
Create a new grant program for the repair and service of household drinking water wells
Increase funding to Indigenous governments for water infrastructure
Provide funding for public schools to test and replace drinking water infrastructure
Provide grants to replace lead service lines serving households

Ensure nationwide access to reliable, high-speed internet
Restore and protect Net Neutrality
Support the FCC’s “E-Rate” program which invests in broadband internet in rural, small towns, and underserved urban schools
Auto-enroll low-income American’s in the FCC’s lifeline program to make internet access more affordable and provide grants for these families to afford home computers or laptops so that they have the tools they need to fully participate in the economy
Provide digital health tools for health care professionals and remove geographic barriers for patient treatment
Provide a 21st century education for our youth, giving them the digital skills they need for a brighter future

People in the queer community are disproportionately affected by the same issues we all experience—lack of access to housing, education, and healthcare; violence; workplace discrimination; among many others. I will fight in Congress to uplift the voices of the LGBTQIA+ community, especially when that intersects with other marginalized identities.

29% of transgender people said a healthcare professional refused to see them because of their actual or perceived gender identity
LGBTQIA+ youth are five times as likely to attempt suicide than cis- and/or straight youth
Over one-fifth of LGBTQIA+ workers still report workplace discrimination and more than half of states do not have any protections for sexual/gender identity
Fatal violence against transgender people in the United States is on the rise, disproportionately impacting transgender women of color
Due to the intersection of bigotry and transphobia, Black transgender people face higher levels of employment and housing discrimination, policy brutality, and health care disparities

VISION AND POLICY PRIORITIES
Protect LGBTQIA+ Youth
All young people deserve to be safe regardless of if they are at school, in public, or at home. I will fight to end the epidemic of bullying and violence against queer youth. Young LGBTQIA+ are disproportionately affected by mental illness, homelessness, and drug abuse and addiction. We must treat these issues as a public health crisis.

Pass national anti-bullying legislation
Prevent discrimination against LGBTQIA+ youth and families in the foster care system
Ban conversion therapy
Provide funding for culturally competent mental health services geared towards LGBTQIA+ youth
Ensure affordable housing and end youth homelessness

End discrimination against the LGBTQIA+ community
We must end all forms of discrimination against the queer community. LGBTQIA+ individuals still report experiencing discrimination at work, at the doctor’s office, when trying to rent an apartment, or receive a loan to buy a home.

Fight against any efforts to undermine LGBTQIA+ rights in the name of religious liberty
Strengthen national protections against discrimination for both gender identity and sexual orientation through the Equality Act I co-sponsored that passed the House
Ensure that care specific to the LGBTQIA+ community, such as gender-confirmation surgery, is covered by health insurance plans
Enact protections for LGBTQIA+ individuals who are incarcerated, and ensure transgender people who are incarcerated are placed with their gender identity
